For the attention of Mrs. P.Woolley Vehicle No. FORVIK 1 / B449TPS Dear Madam, Thank you for your letter of 29th May regarding the above vehicle. I regret to say that you have been misinformed. The vehicle was licensed at the time of the alleged offence. Clearly displayed in the windscreen was a license disc issued by the Forvik Vehicle Licensing Authority. This is valid throughout Shetland. Your authority in Shetland rests on the assumption that Shetland is part of Scotland. Before paying you any money I must insist on proof of that assumption. Until you, or anyone else, can provide a document and a date on which Shetland was incorporated into the realm of either Scotland or the UK, I must assume that it never happened, that you do not have any such authority and that your actions here in demanding taxes are illegal and fraudulent. I have no intention of encouraging you by paying you any money. If you wish to pursue this matter I will be most willing to see you in court, but before following this course of action you will be well advised to ask yourself why HMRC have declined to follow up their demands for VAT and Income Tax, why the Shetland Islands Council wriggled out of charging Council Tax and are not pursuing the matter of a house built without their planning permission. Now the police have passed the buck to you while not charging me with driving the vehicle without tax, MOT or insurance in spite of my admitting these ‘offences’ in writing. For almost a year I have been ignoring UK statutes in an effort to get representatives of UK government departments to explain how they (and the courts that provide their enforcement) derive their authority, but have so far failed. Despite my best efforts, all have found a way to duck the issue. I will be delighted if you will be the first to step forward.
