Northern Constabulary having ignored my letters, invoice and statements, and the DVLA not having responded to my 18 June Letter, I wrote again to Northern Constabulary:

Dear Sirs,

Land Rover FORVIK 1 / B449 TPS

You have not answered any of my correspondence regarding this vehicle.
You have also failed in your duty to charge me with any offence, despite my admitting those ‘offences’ in writing.
You referred the matter of the road fund license to the DVLA who, after initially threatening court action, are now not replying to my correspondence.
The ‘offences’ I have committed would routinely be the subject of court action were they to be committed by any member of the public. They include, but may not be restricted to:
  • Not displaying a valid road fund license.
  • Not having a valid MOT certificate.
  • Not displaying a valid number plate.
  • Driving without valid insurance.
  • Other ‘offences’ relating to the condition of the vehicle.
At the time of these ‘offences’ I was not asked to produce any form of identification or vehicle documentation.
In addition, Northern Constabulary has entered into a contract by which it is indebted to me in the sum of £1436. My invoice and statements have been ignored and no reason has been given for non-payment.
As you know, I am campaigning for more autonomy for Shetland. My research leads me to believe that the UK government has no authority here. Your reaction and that of the DVLA and others regarding to my activities would appear to confirm that belief.
If I am mistaken, please advise me of the basis for your authority in Shetland. Ignoring this letter will confirm that you do not have such authority.
I must ask you to reply within thirty days. Failure to comply will receive the widest possibility publicity.
